New volume-based line items connect water mitigation costs to day-one inputs while creating a more standardized foundation for AI-assisted estimating.
Actionable, a 501(c)(6) nonprofit serving the property insurance and restoration industry, today announced that the Actionable Published Price List (APPL) is live in 432 Xactimate pricing regions across the United States and Canada. This month’s release introduces a dry-out-by-volume approach to water mitigation estimating.
The novel line items create space for estimators to establish a defensible cost structure on the first day of a job using two inputs: water class and containment volume. Today, restorers and carriers typically reconcile drying duration, equipment density, AHAM calculations, and moisture documentation after the work is finished. The APPL ties cost to the drying outcome instead, reducing the need to reconstruct an estimate from equipment counts and dry logs after the fact.
Actionable delivered the change in two parts. First, several containment-centric line items were consolidated into two all-inclusive containment items, each bundling the labor, materials, and equipment required to build and remove a drying chamber. Second, those items are paired with eight dry-out-by-volume line items. An estimator selects the item matching the water class and applies it by volume inside the sketch. Equipment and labor allowances are aligned with the applicable IICRC S500 methodology.
“For decades, the industry has debated the wrong variables. We have spent untold hours arguing about drying days and equipment counts instead of driving the conversation based on results,” said Whatley, founder and chairman of Actionable. “Water class and containment volume are knowable on day one. That creates space for carriers to pay for performance and incentivizes restorers to pursue efficient, technically sound drying outcomes.”
The practical effects are fewer disputes over drying-day duration, estimates that can be produced immediately rather than after completion, and invoices that can be submitted while the dry-out is still underway. The APPL is unique in that it never changes the price or composition of an existing Xactimate line item. Instead, the APPL introduces novel line items that are conducive to AI-powered estimating and remain poised to solve systemic problems that have plagued our industry for decades.
